How do you select or set up a downloaded screensaver on windows 10?
Is there a certain way to save the files as or to select them from the personalization menu?

Which screensaver are you trying to install?
Generally, screensavers are packaged either as a .exe or a .zip file. The "exe" stands for executable, so if you downloaded a .exe file you can simply double-click it to execute the installation program, and then follow the instructions on the screen.
A .zip, on the other hand, is a so-called archive file that can contain other files. On this site, there is usually only a single screensaver file within. Double-click the .zip file to show its contents. You then need to extract (copy) the screensaver file from the archive to a folder on your computer. Ideally, this would be the Windows folder on your hard drive (usually located at C:\Windows), because that is one of the places where Windows will automatically look for screensavers to show in the Screen Saver Settings panel, but it can also be any other folder. Once you have copied the screensaver file, open the folder, right-click the screensaver and select "Install". This will open the Screen Saver Settings panel, where the screensaver should be selected.

Is there just a step by step tutorial online that I can view that just shows me what to do.

I think I see what the problem is with the 24 CTU Display 3 screensaver. On Windows 10, nothing happens when you double-click the 24-ctu.exe file.
Browse to your Downloads folder, then right-click the 24-ctu.exe file you downloaded and select "Run as administrator". The installation program should now pop up, and you can follow the instructions to install the screensaver.

This was perfect, thank you Rob. For me, the only difference is that I had to double click the screensaver in the file because when i right clicked it there was no 'Install" option.

I suspect you may have skipped a step, Lisa. It's true that you don't get the "Install" option when the screensaver file is still within the ZIP archive. Double-clicking it will only run the screensaver once, not install it, so you will first have to copy the file to a folder on your computer, ideally C:\Windows. Then you can right-click it and the "Install" option should be available. Hope that helps!
