I recive "could not communicate to the network server error 3 403 forbidden"after clicking yes when prompted for the flash player network page

To get this screensaver working properly on Windows 10, please have a look at the known issues described on the Living Marine Aquarium 2 screensaver page.
The solution listed for Known Issue #1 should solve your problem.
