Was able to come back and get this working on Win10. Not sure which thing I did that fixed it, but my best guess is installing the last offline DirectX installers (directx Jun2010 redist).
Only works on main monitor. Settings is a little laggy. I get this impression that the screensaver is actually a video file and not live 3d rendering, but I didn't watch it long/closely enough to really know. It has options on how it fits to the screen, but at least for me, none of them changed anything - at my monitor's size and ratio (16:9), it fits-to-screen in a way that I didn't get to see most of the water (which was honestly the only reason I installed it).
If you have just one monitor, and don't mind having to install dependencies, works fine.
